Check whether to ask for a review

GET 
/api/v1/accounts/:account_id/platform_review

Whether this account should be invited to rate the product, plus the review it already left if there is one.

The invitation only appears after five days. Before that the account is still being set up, and a rating would say more about the installation than about the product. Someone who has already rated never sees it again; someone who dismissed it sees it again after the deferral.
