Rotate an agent bot's signing secret

POST 
/api/v1/accounts/:account_id/agent_bots/:id/reset_secret

Issues a new secret for verifying the payloads sent to the bot. The old one stops verifying immediately, so anything checking signatures has to be updated at the same time.
