Move several articles to a category

PATCH
/api/v1/accounts/:account_id/portals/:portal_id/articles/bulk_actions/update_category

Refused when none of the ids match, or when the category does not belong to this portal.

The whole batch runs in one transaction, so a failure partway leaves nothing half-applied.
