Change the status of several articles

PATCH 
/api/v1/accounts/:account_id/portals/:portal_id/articles/bulk_actions/update_status

Publishes or unpublishes in bulk. Refused when none of the ids match articles in this portal, or when the status is not one the product knows — so a typo does not silently do nothing.

The whole batch runs in one transaction, so a failure partway leaves nothing half-applied.
