Draft a follow-up

/api/v1/accounts/:account_id/assistant/tasks/follow_up

Drafts a message for a conversation that went quiet. Carry follow_up_context back from the previous answer to refine the draft over several turns.

Every one of these produces text for a person to review. Nothing is sent and nothing is changed by calling them.

A request the assistant cannot act on answers 200 with a null message — an empty answer is a normal outcome here, not a failure.
