Draft broadcast copy with AI

/api/v1/accounts/:account_id/broadcasts/compose_message

Writes one editable template, not a message per contact — the variables stay as Liquid placeholders for the send to fill in.

Uses the account's OpenAI integration; without it the call comes back with the reason rather than silently returning nothing.
