Start a direct upload for a conversation

POST 
/api/v1/accounts/:account_id/conversations/:conversation_id/direct_uploads

Reserves a slot in the storage backend and hands back a signed URL to PUT the file to, plus the signed_id to use when sending the message. Two steps: upload here, then create the message with the id.

Use this instead of posting the file to the message endpoint when the file is large or the upload should not hold the message request open.

This is Rails' Active Storage direct upload, scoped to a conversation — the request and response shapes are Active Storage's own.
