Check whether WhatsApp history is still importing

GET 
/api/v1/accounts/:account_id/conversations/:id/history_import_status

Whether the conversation's inbox is currently backfilling WhatsApp history, so the thread can show an "importing messages" banner while older messages are still arriving and drop it when they stop.

Available to any agent who can see the conversation, unlike the inbox sync status, which is admin-only and reports the same job with counts.
