Get unread counts

GET 
/api/v1/accounts/:account_id/conversations/unread_counts

Unread totals for the authenticated user, so the sidebar can show its badges without loading a single conversation.

Gated by the conversation_unread_counts feature: an account without it gets 403 rather than zeroes.
