Attach an assignment policy to an inbox

POST 
/api/v1/accounts/:account_id/inboxes/:inbox_id/assignment_policy

Points the inbox at an existing policy. An inbox holds one policy at a time, so this replaces whatever was attached rather than adding to it.

The policy itself is managed under Assignment Policies; this only wires it up.
