Get the assignment policy of an inbox

GET 
/api/v1/accounts/:account_id/inboxes/:inbox_id/assignment_policy

The policy deciding how this inbox's conversations are handed out. An inbox has at most one.

An inbox with no policy answers 404 — that is the normal "none set" answer here, not a missing inbox.
