List an inbox's WhatsApp templates

GET 
/api/v1/accounts/:account_id/inboxes/:inbox_id/whatsapp_templates

Reads the local mirror, so this never calls Meta and is cheap to poll. last_synced_at says how old the mirror is; refresh it with POST /inboxes/{id}/sync_templates.

Restricted to WhatsApp Cloud inboxes: 360dialog keeps its templates behind a different API and WAHA has none at all, so anything else answers 400.
