Upload a template header file

POST 
/api/v1/accounts/:account_id/inboxes/:inbox_id/whatsapp_templates/media

Uploads the image, video or document a template uses in its header and answers with the handle Meta expects inside the template's components. Upload first, then create the template with the handle.

Restricted to WhatsApp Cloud inboxes: 360dialog keeps its templates behind a different API and WAHA has none at all, so anything else answers 400.
