Re-register the WhatsApp webhook with Meta

/api/v1/accounts/:account_id/inboxes/:id/register_webhook

Points Meta's webhook for this number back at this installation. Use it when messages stop arriving after a URL change, or when the app was subscribed elsewhere.

WhatsApp Cloud channels only. Safe to repeat — registering an already-correct callback changes nothing.
