Email the custom domain instructions

POST 
/api/v1/accounts/:account_id/portals/:id/send_instructions

Sends whoever manages the DNS the CNAME record the portal's custom domain needs — so the person setting it up does not have to be the person reading this screen.

Requires a custom domain to already be configured on the portal. Without one there is nothing to instruct, and the call is refused.
