Delete a task type

DELETE 
/api/v1/accounts/:account_id/task_types/:id

Tasks are not deleted with the type: every task carrying it is moved to follow_up first, so nothing is left pointing at a type that is gone.

Deleting follow_up itself is allowed, and the tasks that fall back to it then reference a key with no type behind it.
