Start a copilot thread

POST 
/api/v1/accounts/:account_id/assistant/copilot_threads

Opens a thread with the first message and queues the assistant's answer, which arrives over the websocket rather than in this response.

The account's Assistant quota is checked first. With none left the thread is still created, but no answer is generated.
