Suggest labels

/api/v1/accounts/:account_id/assistant/tasks/label_suggestion

Proposes labels for the conversation. A thread with too little to go on answers 200 with a null message rather than guessing.

Every one of these produces text for a person to review. Nothing is sent and nothing is changed by calling them.

A request the assistant cannot act on answers 200 with a null message — an empty answer is a normal outcome here, not a failure.
