Launch a broadcast

Sends it, or schedules it when scheduled_at is in the future.

Only a draft or a scheduled broadcast can be launched, and the queue is checked first: it needs at least one message, and an official WhatsApp broadcast must start with an approved template — that is the only way to open a session outside the 24-hour window, and the steps after it deliver because of it.

The audience is materialized into recipient rows by a job, which then chains the dispatch. So a 200 means it was accepted, not that anything has gone out.
