Set an inbox's ceiling under a capacity policy

/api/v1/accounts/:account_id/agent_capacity_policies/:agent_capacity_policy_id/inbox_limits

How many conversations from this inbox an agent under the policy may hold at once.

One limit per inbox. Adding a second for the same inbox is refused rather than replacing the first — update the existing one instead.
