Import past WhatsApp messages

/api/v1/accounts/:account_id/inboxes/:id/sync_history

Backfills the inbox with conversations that happened before it was connected. Only WhatsApp channels have history to import: a WAHA inbox or a Z-API one. Anything else answers 422.

WAHA. Answers with a run to poll through sync_status. Idempotent — asking again while one is running re-attaches to the run in flight rather than starting a second.

Z-API. Queues the import and answers with its status. A second request while one is running is refused with 409.
