Get the SAML settings

GET 
/api/v1/accounts/:account_id/saml_settings

How this account signs users in through an identity provider.

Every operation here needs SAML SSO enabled on the installation and the saml feature on the account; without either it answers 403. An account that has never configured it gets an empty record rather than a 404.
