Signs up a new account with its first user.

What comes back depends on who asked. An authenticated user adding another account, or an installation running API-only, gets the full account with session headers. An anonymous web signup gets only the email address — no session exists until the confirmation link is followed, so the reply cannot be used to act as the new user.

Whether signups are open at all is an installation setting.
