Finish the WhatsApp embedded signup

Unlike the other authorization endpoints, this one does not hand back a link: it takes the code Meta's embedded signup returned and creates the inbox.

Pass inbox_id to reauthorize an existing inbox instead of creating one. That is only accepted when the inbox actually needs it — one whose credentials are still good is refused, unless it is a WhatsApp Cloud inbox being upgraded to embedded signup.
